The Human Rights Council, through its resolution S35/1, passed on November 24, 2022, addressing the escalating human rights issues within the Islamic Republic of Iran, particularly concerning women and children, has decided to institute an autonomous international fact-finding initiative on the Islamic Republic of Iran. This initiative will remain operational until the culmination of the fifty-fifth session of the Council, scheduled for March 2024, and will be appointed by the President of the Human Rights Council.
Mandate:
The Human Rights Council, via resolution S35/1 dated November 24, 2022, has outlined the following mandate for the Independent International Fact-Finding Mission on the Islamic Republic of Iran:
To conduct a thorough and impartial examination of purported human rights transgressions in the Islamic Republic of Iran linked to the protests commencing on September 16, 2022, particularly focusing on issues concerning women and children.
To ascertain the facts and conditions surrounding the alleged infractions.
To gather, consolidate, and analyze evidence pertaining to such violations and safeguard evidence for potential utilization in legal procedures.
To engage with all pertinent stakeholders, including the Government of the Islamic Republic of Iran, the Office of the United Nations High Commissioner for Human Rights, the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran, relevant United Nations bodies, human rights organizations, and civil society groups.
Furthermore, the Human Rights Council has tasked the Fact-Finding Mission with providing an interim oral report to the Human Rights Council during an interactive dialogue at its fifty-third session (June/July 2023) and presenting a comprehensive report on its findings during an interactive dialogue at its fifty-fifth session (March 2024).
