UN Broadens Iran Human Rights Probe Amid Growing Global Pressure

(Geneva) – In a significant move toward justice and accountability, the United Nations Human Rights Council has adopted a new resolution to extend and expand the mandate of its Fact-Finding Mission on Iran. This decision marks a critical step in addressing the entrenched culture of impunity surrounding human rights abuses in the country, Human Rights Watch announced today.

Initially created in response to Iran’s violent crackdown on the 2022 protests, the mission has now been granted broader authority. It will not only continue to document human rights violations but also investigate their structural causes, gather and preserve critical evidence, and support future legal actions against those responsible for serious abuses.

“This resolution sends a powerful message to Iran’s authorities that the world is watching, and the days of unchecked impunity are coming to an end,” said Bahar Saba, senior Iran researcher at Human Rights Watch. “With backing from 24 countries across all regions, this decision reinforces the global consensus on the urgent need for accountability in Iran.”

In its March 2025 report, the Fact-Finding Mission found that gross violations of human rights persist in Iran—some of which may constitute crimes against humanity. The findings underscored the need for continued international oversight, as well as the importance of documenting violations for potential use in legal proceedings. The mission’s expanded role reflects a growing acknowledgment within the international community that structural and systemic abuses require sustained scrutiny and intervention.

Beyond simply renewing the mission’s scope, the Human Rights Council also extended the mandate of the special rapporteur on the human rights situation in Iran. The rapporteur has played a vital role in highlighting abuses, particularly in cases involving individuals at imminent risk of execution, and issuing urgent calls for protection.

The resolution also casts a spotlight on the worsening human rights landscape in Iran. It condemns the rising number of executions, pervasive gender-based violence and discrimination, and the systemic repression of ethnic, linguistic, and religious minorities—both recognized and unrecognized. The Council emphasized the dire need for transparency, justice, and reform, while calling on Iranian authorities to fully cooperate with both the Fact-Finding Mission and the special rapporteur, including by allowing them unimpeded access to the country.

For years, the absence of accountability has fueled repeated cycles of state violence in Iran. The Council’s expanded mandate aims to break this cycle by equipping investigators with the tools to establish truth, ensure justice for victims, and lay the groundwork for future reparations. The move also signals international support for the demands of survivors and families of victims, who continue to seek recognition and redress.

As the global spotlight intensifies on Iran’s human rights record, the continuation and enhancement of the Fact-Finding Mission represents a firm commitment to truth and justice. The resolution not only holds promise for Iran’s future but sets a precedent for how the international community can confront and challenge systemic abuse and impunity.
